			<content:encoded><![CDATA[<p></p><p>Imagine being in charge of policing the Internet and making sure everyone is afforded the right to live a secure and protected digital life. Well, the Department of Justice (DOJ) IT Strategic Plan for 2010 is charged with that task.</p>
<p>However, in the following diagram I wonder if only one per cent of the budget being allocated to regulatory activities is adequate&#8230;just an observation, what do you think?</p>
<p>On the other hand, some of the laws passed may be to quick, and overlook children are just that, children. For example, I know many of my colleagues applauded legislation against &#8220;sexting&#8221;. Unfortunately, in some cases the punishment did not fit the crime, and children became labeled as sexual offenders for life, missing the point that we are dealing with immature adolescent kids, not predators or pedophiles.</p>
<p>Legislation involving kids  is not a one size fits all and especially with the rapid growth in technology, and the fact that this technology is literally in the hands of kids. Unless parents accept the responsibility to assure his or her child&#8217;s has received some instructions for proper online etiquette, maybe there should be legislation that requires children to pass a course in best practices before permission to access the Internet is given. Maybe that idea is more theoretical, but the point is valid&#8230;Be prepared for the Internet.</p>

<h3 class="alignStyle1 extraLine">Internet Safety&#8217;s 5 Tips for Creating a Cybersafe Home™</h3>
<p><em>This generation of parents is the first to face the challenge of helping our children make the most of their virtual space while keeping them safe in it. If you’re still getting your footing in virtual parenting, don’t worry. InternetSafety.com has the following tips to help ensure that your child’s online experience remains positive.</em></p>
<h3>1. Become a net-savvy parent</h3>
<p>The best safeguard against online dangers is being informed. Jump in and learn the basics of the Internet—read articles, take a class, and talk to other parents. A good place to start with some basics is <a href="http://www.learnthenet.com" target="_blank" rel="nofollow">www.LearnTheNet.com</a>. A good place to stay current with the latest in online technology is <a href="http://www.mashable.com" target="_blank" rel="nofollow">mashable.com</a>. You don’t have to be an expert to have a handle on your child’s online world.</p>
<h3>2. &#8220;Chat&#8221; with your kids</h3>
<p>Develop an open dialogue so that you can talk with your kids about the benefits and dangers of the Internet. Cultivate an interest in their online activities—their favorite Web sites, online games, and interests. And don’t be afraid to ask your children who they are talking to online and what they are talking about.</p>
<h3>3. Agree on a game plan</h3>
<p>Use the <a href="internet-monitoring-game-plan.php">InternetSafety.com Gameplan™</a> to formally agree on your family’s guidelines for using the Internet. Post them near the family computer as a reminder. Ensure that your kids know to never share personal information on the Internet and that they should tell you about any online activity or contact that makes them uncomfortable.</p>
<h3>4. Protect your computer</h3>
<p>Take advantage of the software that exists to help parents manage their children’s computer experience. In only a few minutes, parental control software like <a href="safe-eyes-parental-control-software.php">Safe Eyes</a> can block inappropriate websites, restrict the amount of time that your kids use the Internet and monitor their Instant Messenger chats to protect against predators.</p>
<h3>5. Explore the Internet as a family</h3>
<p>With a game plan and a protected computer, you can now encourage your family to take advantage of all that the Internet has to offer. Take a genuine interest in what your kids are doing and stay engaged with them online.</p>
<p>The analysis of tens of thousands of Safe Eyes software settings demonstrates that parents who take steps to control their children&#8217;s Internet access are concerned about far more than potential exposure to dirty words and X-rated images. The data shows that:</p>
<ol>&#8226; The top non-sexual Web site categories blocked by Safe Eyes software users are hate/discrimination (38 percent), gambling (36 percent), murder/suicide (34 percent), drugs (32 percent), alcohol (29 percent) and violence (28 percent)<br />
&#8226; Twenty-seven percent of users bar children&#8217;s access to Web sites that promote school cheating and plagiarism by providing term papers, written essays or exam answers<br />
&#8226; Two users out of 10 choose to filter Internet TV shows with an MA (mature) rating, a newer option that is rapidly gaining adherents as more parents become aware that many TV shows forbidden in the family room are available online<br />
&#8226; Fewer than 20 percent block chat and social networking websites, indicating the importance of these channels in a child&#8217;s social life despite concerns about cyberbullying and online predators. However, 83 percent choose to monitor instant message conversations as a means of protecting children from these dangers.</ol>
<p>Virtually all Safe Eyes software users retain the software&#8217;s default settings to prevent children from accessing Web sites dealing with pornography, nudity, sex and tasteless/gross content. More than one-third also add other sex-related categories such as lingerie, swimsuits and adults-only to the blacklist by checking the filtering options on the software&#8217;s administrative menu.</p>
<blockquote><p>&#8220;These numbers paint a picture of vigilant parents who understand that porn sites are not the only inappropriate content on the web. In fact, the hate/discrimination category is the most frequently blocked after sex-related topics, even though there has been relatively little focus on this area as it relates to children,&#8221; said Stanley Holditch, online safety expert for McAfee. &#8220;Clearly, parents are recognizing the power of Web filtering to assist them in protecting children from negative influences of all kinds, whether it&#8217;s nudity, racist rhetoric or the temptation to plagiarize.&#8221; <a href="http://www.mcafee.com/us/about/news/2011/q1/20110201-01.aspx">[...]</a></p></blockquote>

<blockquote><p>THE HAGUE, Netherlands — Police said Wednesday they have smashed a huge international pedophile ring, rescuing 230 children from abuse and arresting 184 suspects — including teachers and police officers.</p>
<p>The three-year investigation code-named Operation Rescue uncovered 670 suspects and identified and safeguarded children in more than 30 countries by arresting people accused of abusing them, said Rob Wainwright, director of the European Union police agency Europol.</p>

<p>Xenophobia is defined as the &#8220;hatred or fear of foreigners or strangers or of their politics or culture&#8221;. It comes from the Greek words ξένος (xenos), meaning &#8220;stranger,&#8221; &#8220;foreigner&#8221; and φόβος (phobos), meaning &#8220;fear.&#8221;</p>

<p>Xenophobia can manifest itself in many ways involving the relations and perceptions of an ingroup towards an outgroup, including a fear of losing identity, suspicion of its activities, aggression, and desire to eliminate its presence to secure a presumed purity. Xenophobia can also be exhibited in the form of an &#8220;uncritical exaltation of another culture&#8221; in which a culture is ascribed &#8220;an unreal, stereotyped and exotic quality&#8221;.

<p><strong>Dictionary</strong></p>
<p>Dictionary definitions of xenophobia include: deep-rooted antipathy towards foreigners (Oxford English Dictionary; OED), unreasonable fear or hatred of the unfamiliar, especially people of other races (Webster&#8217;s)</p>
<p>The Dictionary of Psychology defines it as &#8220;a fear of strangers&#8221;. As defined by the OED, it can mean a fear of or aversion to, not only persons from other countries, but other cultures, subcultures and subsets of belief systems; in short, anyone who meets any list of criteria about their origin, religion, personal beliefs, habits, language, orientations, or any other criteria. While some will state that the &#8220;target&#8221; group is a set of persons not accepted by the society, in reality only the phobic person need hold the belief that the target group is not (or should not be) accepted by society. While the phobic person is aware of the aversion (even hatred) of the target group, they may not identify it or accept it as a fear.</p>
<p>A clinical definition is: An irrational fear of members of a certain race foreign to one&#8217;s own, often adjunct and secondary to Post Traumatic Stress Disorder. Also: One of the attitude groupings characteristic of The Authoritarian Personality. A Vietnam veteran witnessed members of the Viet Cong skinning his fellow soldiers alive. He developed hatred of people with Mongol eyelids. In both cases, the xenophobia was adjunct to PTSD.</p>

Mandatory minimum sentencing, <a href="http://thecyberhoodwatch.com/Think-It-Wont-Happen-To-You/Pornography/">child pornography</a>, teens and <a href="http://thecyberhoodwatch.com/Think-It-Wont-Happen-To-You/SEXting/">sexting</a>, Sextortion, <a href="http://thecyberhoodwatch.com/Think-It-Wont-Happen-To-You/CyberBullying/">cyber bullying</a>, <a href="http://thecyberhoodwatch.com/Think-It-Wont-Happen-To-You/Predators/">predators</a>, and the traps of the Digital Age were addressed today on <a href="http://www.chwr.net/">CHWR</a> (CyberHood Watch Radio).</p>
<p>Marty sees teens and adults sitting behind the computer getting in trouble. In particular young kids, and more specifically, high school kids who have lost personal contact with one another. Marty&#8217;s example was the commercial about a young girl who breaks up with her boyfriend by texting him, while sitting across the table. &#8220;That is how young kids talk today&#8221;, said Marty.</p>
<p>Marty indicated how kids are sending inappropriate pictures of themselves, and that is when the trouble begins. The laws were not ready for young underage kids and their behaviors as it relates to &#8220;<a href="http://thecyberhoodwatch.com/Think-It-Wont-Happen-To-You/SEXting/">sexting</a>&#8220;, and <a href="http://thecyberhoodwatch.com/Think-It-Wont-Happen-To-You/Pornography/">child pornography</a> laws. I asked Marty, what his feelings were regarding the laws and how he felt about them.</p>
<p>&#8220;The laws that were written, were not written with the Internet in mind&#8221;, sad Marty. For example, a sixteen and a fifteen-year-old boy and girl who share inappropriate photos, are breaking child pornography laws. The statutes of the law address exposing harmful materials, harmful descriptions, and possession of child pornography as committing a crime.</p>
<p>Marty explains that is clearly not the thought &#8220;nor&#8221; the intentions of the two kids mentioned in the latter paragraph, unfortunately, that is the category the kids fall under.</p>

<p>A recent case involving a boy of eighteen who was convicted of distributing obscene materials to a minor, for sending his friend a picture of his privates, and now he is a registered sex offender in Iowa. Therefore, a joke becomes a crime that affects you for the rest of your life.</p>
<p>When dealing with kids and educating them on the consequences of his or her child&#8217;s actions, Marty says to break it down onto two areas of importance, the cell phone use versus the home computer. The home computer offers more protection versus cell phone and texting, which parents really cannot control. With the home computer, Marty strongly recommends <a href="http://www.pcpandora.com/order/clickbank/?coupon=cyberhood">monitoring software</a> to inform parents of his or her child&#8217;s digital behavior. Kids will try to experiment, and sometimes go too far, and good <a href="http://thecyberhoodwatch.com/recommendss/Monitoring.Software" style="" target="_blank"  onmouseover="self.status='monitoring software';return true;" onmouseout="self.status=''">monitoring software</a> will keep parents informed.</p>
<p>A comment other guests have said before is that when something goes wrong and your child is missing is one of the first things law enforcement will do is check your child&#8217;s computer to see who has been communicating with your child. It is one of law enforcements best ways to find leads and their trail to recovery. A <a href="http://www.pcpandora.com/order/clickbank/?coupon=cyberhood">good monitoring service</a> provides all the details about your child&#8217;s online activities, including who has been talking to your child.</p>
<p>Adults will experiment online as well, they will not try to reach out to anyone, nor have any intent to make contact, but the next thing they know the Feds are at the door seizing his or her computer, and now may have committed a child porn offense. What happens is an adult will download pornography, which is legal, but within the download of thousands of pictures may contain child porn as well. Which, is illegal to possess and you may not know they are even there.</p>

<p>&#8220;What are your feelings about mandatory minimum sentencing, do you agree with that?&#8221; was another question we asked Marty. &#8220;I really don&#8217;t. I find that so many of our laws today are knee jerk reactions.&#8221; &#8220;The Feds have actually, said it is okay to sentence above or below the sentencing guidelines ridge.&#8221; Up until recently, judges always felt they were locked in to the mandatory range.</p>
<p>Be aware, helping to disseminate child porn is anyway will earn you a day in court and could be a mandatory five years. A federal conviction is also a mandatory 85% of the sentencing time.</p>
<p>We discussed &#8220;Sextortion&#8221;, which is blackmailing another for money, sexual favors, or coercion to do something against your will. Marty, highlighted a case of a seventeen year old who anonymously posed as another, persuaded classmates to send inappropriate pictures of them, and then extorted sexual favors from them. The teen was convicted and sentenced to fifteen years incarceration.</p>
<p>Too often parents have a virtuous outlook of his or her child, when in fact they are not. Again, another reason why <a href="http://www.pcpandora.com/order/clickbank/?coupon=cyberhood">Marty urges parents to monitor</a> his or her child&#8217;s online activities. Kids push the envelope, and when it involves the social networks are you aware of what your kids are posting or saying to others online? If they are on Facebook or other social network sites, make sure you are one of your child&#8217;s friends.</p>
<p>The computer has caused the incarceration of many, who never would have, if not for the computer. Addictions to pornography are real and the computer combined with the Internet has ruined many lives that otherwise would not have been affected.</p>

<p>In our interview with <a href="http://thecyberhoodwatch.com/internet-safety/fbi-sos-safe-online-surfing-daryl-hulce-meets-the-cyberhood-watch-partners-dave-bill-on-chwr/">Daryl Hulce</a>, founder of the <a href="http://www.blogtalkradio.com/cyberhoodwatch/2010/10/06/daryl-hulce-fbi-sos-talks-about-safe-online-surfing/">FBI-SOS</a> program, Daryl brought up an interesting point regarding the need to educate predators and pedophiles on the consequences of his or her actions, and how they impact the lives of their victims. We went on to talk about how those who are afflicted with these behaviors, and if any program exists, that would help them to not act upon these criminal impulses.</p>
<p>How does someone self-report without the provider reporting to the authorities? There is a mandatory obligation on behalf of the psychologist treating to report when a crime has been committed. However, no one who says they are experiencing urges has to be reported. As long as no crime is confessed, there is no obligation to report. &#8220;The word should get out that if you do feel that you are a predator or sex offender, and you haven&#8217;t reported a crime. Let&#8217;s say you report urges or desires, that is treatable without providers having to report that&#8221;. It is a rare case to have a predator or pedophile self-report, and looking for help.</p>
<p>Marty says, &#8220;Technology is going too fast for us&#8221;. Parents need to be more attuned to what his or her child is doing. <a href="http://www.kohlerandhart.com/">Marty Kohler</a> covered a great deal more from his many years as a defense attorney, and what parents should be more mindful about.
